RAWALPINDI: Rawalpindi police have chalked out a comprehensive and effective strategy to arrest real estate tycoon, Malik Riaz to produce him before a court of Anti-Corruption Department, reliable sources told The News.
“Malik Riaz will be arrested when he comes out of the Supreme Court building after hearing of the contempt of court notice taken by the apex court against him is over,” said the source who added that the decision was taken in a high level meeting held in the office of regional police chief late Saturday night.
A Bahria Town spokesman, however, termed the move as politically motivated and being led by political leader Chaudhry Nisar.According to the source, lawyers of the Anti Corruption Department and the Punjab police would submit an application before the Supreme Court Bench that is hearing contempt of court case against Malik Riaz, praying to direct Islamabad police to cooperate with the team of Anti Corruption Department and the Punjab police for arresting Malik Riaz in the premises of Supreme Court of Pakistan as the law enforcing agencies working under the federal government, were providing protection to him by using force.
The police high ups considered implication of Rawalpindi police officials including Tariq Mehboob, DSP Civil Lines, Raja Shakil, SHO Civil Lines and Inspector Anti Corruption, Tanveer Ahmad under sections 353 and 186 PPC by the Islamabad police and evaluated its ramifications, the sources said adding that the meeting prepared a counter strategy against the Islamabad police action.
“Over 60 cases are ready to be initiated against Malik Riaz and the first information report (FIRs) will gradually be registered against him after his arrest,” the sources disclosed, adding that top officials working on executive posts with the Bahria Town establishment would also be booked under different charges. “Over 22 executive officers including retired army officers, bureaucrats and officials of the district administrations, revenue department and Physical and Planning Department who joined Bahria Town after their retirement are included in the list of persons who will be booked,” the sources said. The authorities also decided to take up pending complaints against Taji Khokhar, said to be a close aide of Malik Riaz. Sources said that authorities have directed the concerned departments and police stations to bring all complaints against Taji Khokhar together and send to Legal Branch for opinion to register cases against him.
Apart from the complaints received during the last two or more years, Tehsildar of Rawalpindi has been directed to compile a report against the people who played their role in favour of Malik Riaz, the sources said. They further said that the record of Nasir Patwari and Tahir Patwari will also be compiled.
The authorities have also decided to take up the case of occupation of over 1,000 kanals of land of 23 villages by DHA and the High Court has cancelled notification in favour of 19 complainants. The authorities have directed to receive complaints from those 19 people of 23 villages to register cases against Malik Riaz, the sources said, adding that the cases of occupation of land in Rewat, Adiala, Kotha Kalan, Dehgal, Takht Pari, Morgah, Pind Jatla and other adjacent villages would also be taken up.
A special cell has been established to gather complainants against Malik Riaz and Taji Khokhar. The authorities have constituted a team headed by SP (CID), Rawalpindi Rana Shahid Pervaiz while DSP (Civil Line), Tariq Mehboob, who was nominated in the FIR lodged by Aabpara police, would assist him, the sources said adding that about 60 police commandos would be part of the team.
The Bahria Town spokesman said Chaudhry Nisar is playing a central role in the politically-motivated plan to arrest Malik Riaz. He said Bahria Town falls under the constituency of Chaudhry Nisar, who feared losing elections because of the hundreds of thousands of Bahria Town members who are registered voters of the constituency.
The spokesman said hundreds of thousands of people living in Bahria Town enjoy best quality of life. He said the best living standard in the Bahria Town has even been acknowledged and praised on international level.
He said Bahria Town had bought lands from thousands of people. Only 20-25 of them had complaints against the institution and they had approached courts in this regard.
The spokesman questioned which business concern in the world had not evoked complaints. The score of Bahria Town in this regard is excellent as only 20-25 of many thousands people had complaints against it. He said those who had raised complaints are backed by Qabza mafia and Chaudhry Nisar.
The spokesman said during the past governments including that of Nawaz and Musharraf regimes, all the accountability organs, from Ehtesab Bureau to NAB, found Bahria Town matters in order and gave it the clean chit.
The Bahria Town spokesman said they expect that courts would do justice, which is seemed to have been done, and save Bahria Town from collapse. He said thousands of people are associated with this institution that is running construction and development industry. The quality of its work has been acknowledged on the world level, he said.
