FIA submits report to court; judicial remand of MNA extended

ISLAMABAD: Federal Investigation Agency (FIA) has submitted investigation report of National Police Foundation (NPF) scam of Rs 6 billion in the court of District Court Duty Judge Kashif Qayyom who extended judicial remand of MNA Anjum Aqeel Khan, the prime accuse in the case.

The scam is widely known as the alleged fraudulent issue that put Pakistan Muslim League (PML- N), its member Khan and officials of NPF in hot waters.

Meanwhile, the court extended judicial remand of Khan till August 22 and accepted the medical checkup application of the MNA and ordered FIA for arranging medical checkup.

A first information report (FIR) vide 17/11 was registered with FIA against five persons including Khan, Iftikhar Ahmed and Mian Amin, former IGPs, Abdul Hanan and Nafees Ahmed, former DIGs, and Khuda Bakhsh, a former deputy director of NPF.

According to document, available with this scribe, the record regarding purchase of land through M/s Land Linkers and affiliation of land offered by Khan and allotment of developed plots in E-11 Housing Scheme has been scrutinized. It has been found that it is a scam of about Rs 6 billion, planned and executed by the MNA of M/s Land Linkers, F-10 Markaz, Islamabad, in connivance with the then officers of NPF former IGP’s, former DIGs, and Bakhsh, a former deputy director of NPF.

Khan denied the entire allegation against him and said that some political elements are trying to defame him and to suspend his political carrier by putting allegation against him. He said that he is belonging to party that has respect of law and I accept the court decision unconditional whether it would be in my favor or against.

Defense counsel of Khan filed an application with Duty Judge Kashif Qayyoum, in which he stated that his client was heart patient and doctors have suggested him to have a by-pass and Khan need a medical checkup. The court accepted the application and order police to have a proper checkup of MNA in PIMS and submit the medical report in relevant court. Besides this the concerned court extends the judicial remand of Khan till August 22 and ordered FIA to produce Khan before court on due date with his medical report.

According to document, during the period from 1997 to 2003, the above said management entered in agreements dated November 1997, 1998, 2001, 2003 MNA Khan of M/s Land Linkers (unregistered firm) for the purchase of land at the cost of Rs. 595,000/ and Rs. 825,000/ per kanal whereby M/s Land Linkers purchased land from different owners and obtained agreement of sale as well as power of attorney in name of the then additional director Abdul Hannan. M/s Land Linkers received payment in advance of 608 Kanal while the CDA authority transferred only 563 kanal meaning thereby M/s Land Linkers with the connivance of above said officers misappropriated the NPF’s huge amount. Different modes of malpractices and illegal acts including duplicate / triplicate sales of land were adopted by the accused persons. Moreover, Khan submitted three requests May 16, 2002, August 25, 2003 and April 29, 2004 for affiliation of land 75 kanal, 60 kanal and 50 kanal of land respectively for NPF Housing Scheme E-11 Islamabad.

According to FIR, the management of NPF also allotted 100 residential plots of different sizes in Colony Area to the nominee of the MNA contrary to his above stated requests. According to ratio of affiliation of land of private owners decided by CDA board on 09-10-2002, the share of private owners is 54 %. In this case 162 kanal developed lands were allotted to Khan. However, during the whole process Khan transferred 71 kanal for that purpose. Whereas, according to ratio mentioned above Aqeel Khan had to transfer 300 kanal total lands in the name of NPF. Eventually, the shortfall /outstanding balance to be transferred by him are 229 kanal. Moreover, the MNA, officers/official of NPF and others not only caused heavy wrongful loss to NPF but 59 allottees also suffered badly as affiliated land was not transferred /provided to NPF. The value of just one piece of land of Crystal Courts, measuring 48 kanal is Rs 4 billion and the remaining land is residential, worth more than Rs. 2 billion. It was a commercial piece of land and heavy wrongful loss was also caused to NPF in this allotment. In this way Khan in connivance with the officers / official of NPF and dishonestly caused wrongful loss of billions of rupees to NPF in affiliation of land and obtained corresponding wrongful gains for themselves and others by way of corruption.
